Don't forget when doing this you will need to use a command prompt with elevated permissions.
Right click CMD and Run As Administrator

When using the command line to configure application exception rules it is best for ease of administration to make sure that you name the exception, for example.

Yes I agree, but after studying all the links and resources used at the end of the report, It would be hard to disbelieve that this is anything but a good quality and well put together O/S from the word get go.
